Evaluating Community Building Effectiveness of Transportation Investments:
Using Traditional and Big Data Oriented Analytical Approaches
We recently completed a research supported by FDOT District 5 on examining the role of transportation infrastructure investments in community building measures. The research was conducted in three phases. In phase 1, we conducted an exhaustive literature review to identify state-of-practice and state-of-art of examining community impacts of different system components of transportation system. We also collected and analyzed social media data collected from Twitter to examine community perception of three major transportation projects (SunRail commuter rail, I-4 expansion, and bicycle sharing system (Juice)) in the Central Florida region. In the second phase, we proposed the following Measures of Effectiveness (MOE): (1) property price, (2) accessibility to employment, (3) commuting time, (4) land use change and (5) travel patterns for zero car households for measuring community impacts. In addition, we presented a detailed procedure of how data was prepared and the MOEs were estimated. In the third phase of research, we focused on parsing the comparison results to identify the community benefits for the Central Florida region. The research team proposed multi-criteria decision analysis frameworks for determining a net positive, neutral or negative rating for a project. The proposed framework was implemented for the three projects. The research will offer a framework for FDOT to evaluate future research projects employing multiple MOEs. The webinar series hosted at this page provides recordings of knowledge transfer activities as part of a webinar series. The webinar series includes 3 modules: (1) Measures of Effectiveness (MOE) Data Preparation and Analysis, (2) Social Media data download and analysis for Transportation Projects and (3) Project evaluation in the presence of multiple MOEs using multi-attribute decision making.
